Blue Badge and Accessible Parking in Farnham
How to apply for or renew a Blue Badge, and Waverley Borough Council's free parking for Blue Badge holders in Farnham car parks.
Surrey County Council issues Blue Badges and you apply or renew on GOV.UK. Waverley Borough Council says that from 13 April 2026 Blue Badge holders park free in its car parks, so the old yellow permit is no longer needed. In disabled bays you must also display a time clock, and maximum stays are published for each Farnham car park.
Who does what
Surrey County Council runs the Blue Badge scheme; Waverley Borough Council's disabled parking page says applications must be made to Surrey County Council, through GOV.UK. Waverley runs the car parks in Farnham town centre, and Surrey County Council manages on-street parking and its Blue Badge rules.
Applying and renewing
Surrey's apply page says an application needs a passport style photo, proof of identity, proof of address no more than 12 months old and, if you do not automatically qualify, proof of diagnosed conditions, plus a £10 admin fee. It says an application can take up to 12 weeks, longer if an expert or walking assessment is needed, and that badges are not issued for temporary conditions. Apply or renew through GOV.UK, which says a badge usually lasts up to three years. Surrey's renewal page says to renew at least 12 weeks before it expires.
Free parking in Waverley car parks
Waverley's page says that, effective from 13 April 2026, the council offers free parking to all Blue Badge holders, so the yellow permit allowing free parking is no longer needed. The council's car park pages for Farnham publish these disabled bay details (check each page for the current position):
- Brightwells Yard: 8 spaces, maximum stay 3 hours; free for Blue Badge holders, who must also display a time clock when in a Blue Badge bay.
- Central: 6 spaces; 4 bays maximum stay 3 hours and 2 bays 12 hours; Blue Badge holders free when displaying a time clock.
- Lower Hart: 6 spaces; 5 bays maximum stay 3 hours and 1 bay 12 hours.
- South Street: 7 spaces, maximum stay 3 hours.
The pages for the Leisure Centre (3 spaces, 3 hour maximum), Waggon Yard (4 spaces), St James (2 spaces) and others say the same about free parking with a displayed badge. On-street and elsewhere
Surrey's where to park page says a badge lets you park in allocated disabled bays and on the road, on single or double yellow lines for up to three hours, and in any car park for the maximum stay in line with its terms. It also says the badge only applies to a holder who is travelling in the vehicle, and that you should display it face up with the hologram visible.
